SEMPRE Welcomes Ramirez as CIO and CISO
At a glance: SEMPRE appointed Pedro E. Ramirez as Chief Information Officer (CIO) and Chief Information Security Officer (CISO) and Ramirez brings more than 25 years of national security and cybersecurity leadership, including senior roles supporting U.S. Strategic Command’s Nuclear Command, Control and Communications (NC3) enterprise. He will lead SEMPRE’s cybersecurity strategy, internal IT, and secure infrastructure architecture as the company expands hardened private 5G and edge computing services for defense and critical infrastructure customers.

Security is now the limiting factor for edge compute and private 5G. As defense and critical infrastructure customers deploy AI and mission systems closer to the edge, they need networks that remain secure, resilient, and survivable under real-world threat conditions, not just compliant on paper.
What’s happening: Pedro E. Ramirez joins SEMPRE as Chief Information Officer (CIO) and Chief Information Security Officer (CISO).
Why it matters: Security is now the limiting factor for edge compute and private 5G. As defense and critical infrastructure customers deploy AI and mission systems closer to the edge, they need networks that remain secure, resilient, and survivable under real-world threat conditions, not just compliant on paper.
The big picture: SEMPRE is building hardened digital infrastructure designed for missions where downtime isn’t acceptable. Ramirez’s background spans the highest assurance environments in government, where continuity, hardening, and operational resilience are core requirements.
Who he is: Ramirez brings 25+ years of leadership across national security communications, cybersecurity architecture, and hardened infrastructure programs.
Most recently: Ramirez served as Executive Technical Advisor for the NC3 Enterprise Center at U.S. Strategic Command (USSTRATCOM), supporting the cybersecurity, reliability, and modernization of current and next-generation NC3 systems.
What he’ll do: As CIO/CISO, Ramirez will lead:
- SEMPRE’s Digital and Cybersecurity transformation strategy and governance
- Internal and Enterprise Data, AI, Cloud, Quantum, IT, OT and enterprise systems
- Secure architecture across products and customer deployments
- Security-by-design as SEMPRE scales defense and critical infrastructure programs
- Development of standards and policy compliance in support of US and Commercial regulations
What they’re saying: “SEMPRE is focused on delivering hardened digital infrastructure that meets the highest cyber security standards,” said Rob Spalding, SEMPRE CEO. “Pedro’s experience designing and governing high-assurance systems, directly supports how we help organizations operate faster, smarter, and more consistently across locations and conditions.”
“SEMPRE’s mission is clear and disciplined,” said Pedro E. Ramirez. “The team is building infrastructure that is simple for users, accountable for outcomes, and designed to operate predictably wherever decisions need to be made. That approach is increasingly important as critical systems move closer to operations.”
What’s next: SEMPRE will integrate Ramirez’s leadership across its infrastructure services and operating model as the company expands secure private 5G and edge compute capabilities across defense, aerospace, and critical infrastructure markets.
