SEMPRE Welcomes Former Pentagon Senior Leader Maj. Gen. Edward L. Vaughan (Ret.) as Chief Strategy Officer

Who He Is: Maj. Gen. Vaughan retired from the U.S. Air Force after more than 40 years wearing the Air Force uniform, including nearly 30 years on active duty, leading acquisition modernization, operational innovation, national security strategy, and defense industrial base initiatives.
His leadership assignments included:
- Acting Deputy Assistant Secretary of War for Acquisition Integration and Interoperability (AI2)
- Director of Special National Programs
- Executive Director of the Joint Rapid Acquisition Cell (JRAC), serving as Executive Secretary of the Senior Integration Group for Ukraine (SIG-U) and the Senior Integration Group for Taiwan (SIG-T)
- Executive Director of the Joint Production Accelerator Cell (JPAC), leading efforts to expand wartime production capacity across the Defense Industrial Base
- Founder of the Air Force's Disruptive Solutions Process, one of the DoW's earliest innovation initiatives modeled on venture capital principles
He was the first Reserve officer inducted into the Air Force Safety Hall of Fame for his contributions to operational innovation and later served on the faculty of the Air War College's Blue Horizons strategic futures program, where he first met SEMPRE CEO Rob Spalding.
Most Recently: Before joining SEMPRE, Vaughan worked closely with Deputy Secretary of War, helping accelerate acquisition reform, strengthen the Defense Industrial Base, and expand collaboration between innovative technology companies and traditional defense contractors.
