Scott Baum joins SEMPRE as new Chief Operating Officer
Baum to help guide SEMPRE’s daily operations, business process and procedures.
WASHINGTON, D.C., August 13, 2024 – SEMPRE, a company dedicated to securing critical infrastructure, introduces Scott Baum as the Chief Operating Officer (COO). With more than 20 years of experience, Scott is a seasoned executive whose career spans national security, defense and strategic growth in both public and private sectors. He is also a respected advisor to corporations and non-profits operating in national security-sensitive markets.

Before joining SEMPRE, Scott held the position of Vice President of Strategy & Growth at Elbit Systems of America, where he led strategic planning and enterprise transformation. His public sector roles include Acting Deputy Assistant Secretary of Defense at the Office of Industrial Policy, where he expanded industrial capacity and secured critical technologies. Scott founded the Office of Commercial & Economic Analysis (OCEA) and advises DARPA’s Commercial Strategy Office. As a colonel in the U.S. Army, Scott served in leadership and command roles across multiple combat tours and deployments, earning numerous awards, including the Bronze Star, Defense Meritorious Service Medal, and the Ranger Tab. His academic credentials include a Master of Science in Strategy and National Resourcing from the National Defense University, an MBA from Texas Christian University, and a BA in Economics from the University of Texas at Austin.
